قُلۡ هُوَ الۡقَادِرُ عَلٰٓى اَنۡ يَّبۡعَثَ عَلَيۡكُمۡ عَذَابًا مِّنۡ فَوۡقِكُمۡ اَوۡ مِنۡ تَحۡتِ اَرۡجُلِكُمۡ اَوۡ يَلۡبِسَكُمۡ شِيَـعًا وَّيُذِيۡقَ بَعۡضَكُمۡ بَاۡسَ بَعۡضٍؕ اُنْظُرۡ كَيۡفَ نُصَرِّفُ الۡاٰيٰتِ لَعَلَّهُمۡ يَفۡقَهُوۡنَ
(Surah 6 Al An'am: 65) Say: "It is He Who has the power to send forth chastisement upon you from above you, or from beneath your feet, or split you into hostile groups and make some of you taste each others' violence. Behold, how We set forth Our signs in diverse forms, so that maybe they will understand the Truth".
When evil and wrongdoings of men exceed all limits of tolerance, the Divine anger is invoked and Allah being the Most Powerful sends His chastisement to punish those who fear no one and consider them to be the mightiest on earth. And Allah's punishment comes unannounced in the shape of hurricanes, earthquakes or molten lava oozing out of the volcanoes. Thus if the culprits are spared punishments for a while that should not drug them to heedlessness and lead them to live in total disregard of distinctions between right and wrong. They should rather he grateful that God had given them respite and by means of a number of signs He was making it possible for them to recognize the Truth and follow it.
Al Qādir stems from the root q-d-r which has classical Arabic connotations like (1) to decree, to ordain, to decide a matter (as though measuring it to fit) (2) to have the power to accomplish, to be rendered able, capable (3) to be able to prevail, to be empowered, to have control over (4) to exercise thought in preparing something, to make use of reason (measuring out) (5) to distribute or apportion (as though by measure), measure-out.
Al Qādir is also written as " ٱلْقَـٰدِرُ ". By the Power of Al Qādir the creation is brought into being, life and death is given and by His power the resurrection and recompense will be established.
اَوَلَمۡ يَرَوۡا اَنَّ اللّٰهَ اۨلَّذِىۡ خَلَقَ السَّمٰوٰتِ وَالۡاَرۡضَ وَلَمۡ يَعۡىَ بِخَلۡقِهِنَّ بِقٰدِرٍ عَلٰۤی اَنۡ يُّحۡیِۦَ الۡمَوۡتٰى ؕ بَلٰٓى اِنَّهٗ عَلٰى كُلِّ شَىۡءٍ قَدِيۡرٌ
(Surah 46 Al Ahqaf: 33) Do they not see that Allah, who created the heavens and earth and did not fail in their creation, is able to give life to the dead? Yes. Indeed, He is over all things competent.
In the verse above, the attribute is used in the meaning of All Capable, the Most Able, for Allah alone is the One able to give life and death, wealth and health, honour and dignity or deprive any of these positive attributes and humiliate him when he transgresses the limits and becomes unthankful.
"Muqtadir" another attribute of Allah also exhibits the power of Allah. However, Muqtadir is an intensive form of the root q-d-r which emphasizes the Supreme Power to enforce or enact whatever Divine wisdom decides; being omnipotent, having the ability to do everything. While Qādir is a less intensive form of the root q-d-r which describes the attribute of being able to decree, ordain, appoint, measure-out, decide.
Two more attributes Al Qawī (the One who is all-mighty and possesses inexhaustible strength) and Al Matīn (the One whose nature it is to be firm, determined, steadfast) also wield power of Allah.
