Ruqyah in Islam is the recitation of the Quran seeking the refuge in Allah, remembrance and supplications that are used as a means of treating sicknesses and other problems as the Quran is a source of healing. This can be done to cure evil eye, possessions of Jinn, envy and magic. The secret behind this is that one puts his full trust, reliance and dependance in Allah, the source of all healing and cure.The Sunnah is to do it in odd numbers. It is permissible to have it done to you without asking for it and it is also permsible to ask someone to do it for you, but this is not recommended.
The Sunnah has been reported in Sahi Bokhari 76th Book on Medicine - كتاب الطب in 4oth Chapter: Passing right hand on the place of ailment while treating with a Ruqya (باب مَسْحِ الرَّاقِي الْوَجَعَ بِيَدِهِ الْيُمْنَ) as Hadith 5750:
حَدَّثَنِي عَبْدُ اللَّهِ بْنُ أَبِي شَيْبَةَ، حَدَّثَنَا يَحْيَى، عَنْ سُفْيَانَ، عَنِ الأَعْمَشِ، عَنْ مُسْلِمٍ، عَنْ مَسْرُوقٍ، عَنْ عَائِشَةَ ـ رضى الله عنها ـ قَالَتْ كَانَ النَّبِيُّ صلى الله عليه وسلم يُعَوِّذُ بَعْضَهُمْ يَمْسَحُهُ بِيَمِينِهِ " أَذْهِبِ الْبَاسَ رَبَّ النَّاسِ، وَاشْفِ أَنْتَ الشَّافِي، لاَ شِفَاءَ إِلاَّ شِفَاؤُكَ، شِفَاءً لاَ يُغَادِرُ سَقَمًا ". فَذَكَرْتُهُ لِمَنْصُورٍ فَحَدَّثَنِي عَنْ إِبْرَاهِيمَ عَنْ مَسْرُوقٍ عَنْ عَائِشَةَ بِنَحْوِهِ.
Narrated `Aisha: The Prophet (ﷺ) used to treat some of his wives by passing his right hand over the place of ailment and used to say, "O Lord of the people! Remove the difficulty and bring about healing as You are the Healer. There is no healing but Your Healing, a healing that will leave no ailment."
The same Sunnah has been reported in Sahi Muslim attributed to 'A'isha who said that when Allah's Messenger (ﷺ) came to visit any sick he supplicated for him and said:
وَحَدَّثَنَاهُ أَبُو بَكْرِ بْنُ أَبِي شَيْبَةَ، وَزُهَيْرُ بْنُ حَرْبٍ، قَالاَ حَدَّثَنَا جَرِيرٌ، عَنْ مَنْصُورٍ، عَنْ أَبِي الضُّحَى، عَنْ مَسْرُوقٍ، عَنْ عَائِشَةَ، قَالَتْ كَانَ رَسُولُ اللَّهِ صلى الله عليه وسلم إِذَا أَتَى الْمَرِيضَ يَدْعُو لَهُ قَالَ " أَذْهِبِ الْبَاسَ رَبَّ النَّاسِ وَاشْفِ أَنْتَ الشَّافِي لاَ شِفَاءَ إِلاَّ شِفَاؤُكَ شِفَاءً لاَ يُغَادِرُ سَقَمًا " . وَفِي رِوَايَةِ أَبِي بَكْرٍ فَدَعَا لَهُ وَقَالَ " وَأَنْتَ الشَّافِي " .
Lord of the people, remove the malady, cure him for Thou art a great Curer. There is no cure but through Thine healing Power which leaves no trouble.
(In the narration transmitted on the authority of Abu Bakr there is a slight variation of wording.)

The above quoted Sunnah of performing Ruqyah should be adopted with a conviction that it would ease the suffering of the one who is sick and may even remove the ailment from him.
May Allāh (سبحانه و تعالى) help us understand Qur'ān and follow the Sunnah and Hadith of Prophet Muhammad ﷺ, which is embodiment of commandments of Allah contained in the Qur'ān. May Allah help us to be like the ones He loves and let our lives be lived helping others and not making others life miserable or unlivable. May all our wrong doings, whether intentional or unintentional, be forgiven before the angel of death knocks on our door.
